I think Mitsunari is the one from the Western camp in Sekigahara. How he turns from monster-type from NPC is something I haven't seen as of yet. Perhaps after progressing through the main questline.

Without spoiling too much, even if you sided with Mitsunari, you will still be able to get his card.

If you sided with Mitsunari then enter the Western camp in normal Sekigahara after defeating Ieyasu and clearing Sekigahara, and talk to the Ungaikyou there, who will allow you to enter a map similar to that of Ieyasu's but with Mitsunari as the boss.

The Ungaikyou should be in the Eastern Camp in the Nether Sekigahara, next to Ieyasu. Didn't expect him to appear there after death xD

That one lets you fight Ieyasu again, not Mitsunari who drops the required monster card.

Edit: nvm I'm wrong, you can fight Ieyasu by talking to the one next to Mitsunari and vice versa.
