No idea what its name is, but it only appears through Lv16 to Lv18 Miroku. You shouldn't be able to get it any other way.

Relatively sure it drops from the Cannoneer Musha.

Numerous dungeons in Hokurikudo, or the first room of Ice Caverns in Echigo. Those come to mind.

If you sided with fox (i'm not sure about tanuki) the frontier dungeon has infinite spawn cannoneer musha. I farm all my sparkler firework there
