Im using a caduceus staff with ougi rapid storm V and 28 mnd it doesnt hit. i was told that rapid storm doesnt need high mnd stat? how many mnd stat does it need? my buddy has low mnd but it hits.

Rapid Storm is a Staff ougi, requires 50 mnd for it to work.

Perhaps your MIND is 40, but your total mind already exceed 50

Anyway, you can get away not having 40 MIND by adding the MIND stats from Title, Magatama, Options from Weapon, and level bonus.
The most important thing would be total MIND 50.

As a general rule of thumb, restorative and buff spells require a minimum of skill rank * 10 mind, but there are some exceptions such as Rapid Storm, which appear to require only skill rank * 7.5 mind.

This is old but I thought I'd add it anyway seeing as ppl might not put enough stats in mnd and have to lvl more to use rapid storm (like me ;~;)

38 mnd, apparently not enough. Didn't test it too much (might have but didn't really pay attention after it didn't work a few times)
39 mnd, works sometimes
40 mnd, works :D except when it glitches 0.o
