Most likely, no (I've probably done 400+ runs). You can however get nekomata which is ts rank 5+ :/

The thing is, I have 40 mind but healing skills like Heal, Cure, and Energy Ball won't work properly. I tried with higher level staves too, but for some reason my cure IV only heals around 200hp :/ Strangely enough, invigorate IV works just fine.

Are you sure you really hav 40 Mind (Cure IV = usually heal around 800+)
You don't need to worry about Invigorate IV cuz even if u hav like 39 Mind, it will be effective randomly.

Ok so I figured out why cure IV isn't working (Cuz I was using a staff without +mind), but I know that energy ball isn't working, because III heals more than IV.

You need to level it to at least level 10/20 and with enough MIND requirement before the effect surpasses the predecessor. It's weird the game mech.. but well, that's what the game designer says.

For confirmation,
I'm going to start my journey to Kusatsu, so do i get to reach there after clearing sado mines or I just have to reached Sadoshima? I noticed that Sadoshima doesn't have a portal back in Temporary Rift, am i to assume that i might be going through undersea cavern over and over if i'm to do urmm.. pizza run back and forth to echigo?

What or who is Seki? I got this quest from Kaga, saying that i might need to do the Jellyfish Cavern several time to get it. The quest name is 'Looking for Azumo'. Problem is I don't know what or who is Seki, whether or not there are monsters that drops it. Or maybe it is a person that appeared after I cleaned up the Kappas? I don't mind grinding that place, but what am i looking for exactly?

After you clear sado mines you get a quest with a bird thing (ubume?) which let's you fly from echigo to sado mines (you might want to get 2 yagyou-san tears if you haven't already).
-Sado mines is currently the last available dungeon, the rest is just cutscenes.

I'm not sure if this is the same quest, but there's a quest where you have to find something like a boss of jellyfish grotto. Maybe it only appears some times :/
I found it first time and found that normal but the 2nd time, I didn't see it or any of its drops.

Not all support skills have a rank*10 multiplier for minimum mind requirement. Aside from your usual invigorates, some have a weird multiplier.
For example, you can use Rapid Storm V or Meditate IV at less than 50/40 mind respectively. However, you cannot use Sanctuary VI at 60 mind. That's probably why some skills work but some don't. If you really wish to be safe with support skills, make sure you overspec at least +5 mind of rank*10. Oddly enough, i've had invig VI fail at 62 mind.
