I desperately need someone to explain Skill Evolution...

So I got a level 10 Momotarou and I was able to evolve rank 2 skills to rank 3 yet I now have a Minamoto Bow and Failnaught I want to evolve rank 1 skills on and I cannot do so. The skills are all max level and theres nothing on the weapon tooltip to suggest the weapon can't be evolved. And the wiki says the rank 2 and 3 skills should not be evolvable till Momo is at least level 11 and 14 yet I was able to do it on different weapons. And yet a rank 1 skill which is maxed can't be evolved? How the hell do I tell ahead of time? Cause the damage and grade on the Minamoto Bow and Failnaught I want to use are both good the only thing that needs work are the skills but if I can't get the evolution issue sorted it's not even worth RNG'ing it.

Uncheck "only show evolvable weapons" or whatever the option is.
Double box on the skill =evolvable once when maxed
Triple box=evolvable twice, changes into a double box when evolved once

All skills are evolvable, ougi's have a guaranteed evolution but whether or not normal skills can evolve is weapon specific (it has nothing to do with the weapon name or type, just some weps have evolvable skills and others don't)

My ougi has double boarder, and is maxed. Momotaro's friendship is also maxed.
I've been told many times that an ougi is guaranteed to evolve at least once.
Is there something I missed?
