Rapid Storm Question.

I noticed that there are quite a number of times that I am not getting the effect of rapid storm.
Have the devs made it that Rapid Storm cannot be cast upon the caster?
If I am alone, yeah, i can get the effect but once there are quite a number of people, no.
Is this a bug?

There is some limit on the number of players that receive the Rapid Storm within its AoE. It doesn't prioritize party members or yourself.
