I smelted and wasted my fking ryou and it should be about from 200-300 atk to 300-600
and nothing actually happenend? WTF

No, it is not bug.

What you gives are normal occurance. See the GRADE of the weapons. With Shizuka Sharp Eye increased, you can identify HIGHER GRADE which affect ATK stats.

Also, weapon with GOLD/BLUE/RED have different base attack.

I'm not sure what the problem is. The attack range of your Excalibur matches perfectly between the two screenshots.
