Problem with Miasma Cleanup Operation quest

I've gotten to where you need to equip the Purity Magatama to enter the miasma, but it simply refuses to let me equip it. Just won't do anything. Name is greyed out, it won't even tell me why it won't let me equip it. I've tried remaking it but that did nothing. Did I miss a step or is this simply a glitch?

Most likely, it's one of these two:

Not above the min level requirement (13)

or

You don't have enough free chakra (needs 19)

Most likely the latter, I'm guessing.

Click a magatama and select "remove" or select another one.

You can't do this in a dungeon, though.
