Situation A: Whats to say the hustler (Guy "A" doing the selling) telling the buyer that he'll ornament the magas, punter (Guy "B) gives seller the rare magas for min price? then Guy "A" scams and gets a rare maga for min price.

Situation B: Whats to say the hustler (Guy "B" doing the "buying" this time) telling Guy "A" - seller/ornamenter he wants his ~junk~ magas ornamented, Guy "A" then buys the maga to ornament but then Guy "B" runs off having sold off his junk?

There's no safe way to do this, its all relied on trust. So only trade with people you know or respectable players.

Cant you just buy the ornament materials from the other person for min o.O

Attempting to ornament a magatama to increase its value is almost always a bad idea. Nobody ever pays anything close to what something is worth given the base price of a magatama, the time/materials involved in ornamenting and the average chance of failure/bad ornaments. The highest offer for any single magatama I'm aware of was 800oc for a near perfect Yggdrasil's Literature and even that doesn't come anywhere close to the average cost you'd go through dumping that many Gungnirs into a magatama.

btw, are you putting down the main magatama used for each weapon type?
Because if you're putting down all of them... well, there's about 400.
I think Fuuri for 30-50 is way overpriced given that it can be infinite farmed (at Room of Rites). 20oc is the most that I'd buy it for but 18 oc is pretty standard from what I've seen, probably because a lot of ppl seemed to pick them up at byakkou.
Also, literature for min is 64 if it's clean if that's what you meant. It's pretty easy to make so you might want to put down the min price of its key mat: Red-Purple glass marble~15oc
Some things to add to the list are banana magatama and pineapple magatama for bow sf which afaik, usually go for about 50-80. They have ridiculously low drop rates :/

I just get it in hell solo, using steal attack. Pt size doesn't seem to affect the number of them so you might as well solo. It still takes a while, usually 3-4 hrs from what I've seen but it's a lot better than anything else.

My Ideas:
1)All Miroku Bargains items are to be sold at minimum price. ie, Dusk , Amara ,Burning water, etc. Same goes for single identified weapons(unless if carded) /materials, etc

Already happens anyways.

2)Do not card any weapon lower than level 60 unless if its a staff for skills like cure ,invigorate, rapid storm, extended heal, strike boost etc.

Seller's choice. They do so at their own risk.

Too easy for the seller to scam. If the seller is asked to ornament a magatama, they do so at their own risk. They should be fully aware that magatama with broken slots or worthless stats are... worthless. Seller be careful and buyer beware and all that.

4) for rare magatama such as Cancer, Fuuri, etc, players can choose if to sell them for whatever price they want, no higher than 40-50oc( don't put ridiculous prices)

Players will try to sell whatever they want for however much they want anyways. The only question here is whether the demand is enough to sell an item at said set price.

5)Do not make weapon or Magatama deals with someone you dont trust.

Everything (excluding those first 4 level 60-80 weapons) in that table you linked is approximately the current market average for said items in the first place (With the exception of Fuuri and Cancers being sold for min-low 30s and not 20-50), and I'm going to simply say that I disagree with those prices you recommended for level 60/70/80red/80gold weapons and leave it at that since I'm unable to word it without sounding condescending and accusing.
