105 weapons in the future

So it came to my attention that some info came my way regarding the gargoyle update and the 105 made weapons. I was told that there will be a level 113 version of said 105 built weapons and they will come with visual effects. However the problem is I have conflicting information on how it is obtained. One person says that it uses the 105 as material to build it while one says its just a drop. I have yet to upgrade my Bloodsucker and after hearing that I'm now hesitant on upgrading it. Does anyone have the answer to that question? I really don't want to + it to 100 if I can get a better version of it.

It's been confirmed to come from "Experienced Weapon Identification."

I don't exactly know what that is though.
