Just did a bit of testing and it's a little more complicated than that. First, understand this: There is the durability that is remaining on your weapon, and the amount of durability shown in your ui (On your screen). This is two different numbers. What Cyberstep did was make it so the amount of durability shown in your ui no longer changes while charging sp. However, your weapon's durability is still being consumed at the 4(?) durability a tick that it used to be. You simply do not see this happening. It's not as simple as not seeing the change in durability, however. Once you enter any form of load screen, your weapon's durability is changed to match the durability shown in your ui.
Here's an example: (It's easy to reproduce if you have the patience to bring your durability low.)
1. I have 40 durability remaining on my staff. I use a Cure III, and this uses up 30 durability, leaving both 10 durability left on my weapon and shown on my screen.
2. I charge sp for a theoretical 3 "ticks", using 12 durability on my weapon, but none is consumed on my ui. This means what I see on the screen is that I have 10 durability remaining, but in reality, my weapon has 0 left.
3. When I cast cure again, I see "Miss" despite my screen showing that I have 10 durability.
4. I then move through a portal to the next "floor" (Enter load screen).
5. My screen again shows 10 durability, and my weapon durability number has also been updated to match what I see. I can cast cure again without it missing this time, and consume the remaining durability on my staff both on my screen and for my "real" durability remaining.
This same thing is currently happening to wands, although it's a bit harder to show proof/give an example for since wands are mostly damage spells. You can repeat the steps above with a wand casting Frost Glaive for example as long as you are hitting monsters with it.
tl;dr It's really glitchy and the game still thinks your weapon is consuming durability to charge sp even though your ui doesn't show it.
