I'm pretty sure that they're referring to being affected by the extended maintenance seeing as they only apologised for the "extended maintenance". If something else was affected, they would definitely have to apologise for that too and specify the kind of problem people may be experiencing so as to not have a lot of people inquiring whether or not they are meant to receive compensation. They probably wouldn't have also put the compensation all on one list (ie. separate apologies and lists) and not said "the" inconvenience.
...At least, that's what I seems like. I hadn't received any oc or gacha the last time I checked either :/
