No tickets for that you just need the regular Kijimuna ticket for getting the Momijina with hats & pumpkins(If I remember correctly).

I think C$ is not giving any of the Halloween Hat & Cape this year.

Hm, that's weird. I could've sworn I saw a different colored Halloween Hat (http://onigiri.wikia.com/wiki/Halloween_Hat) and Cape (http://onigiri.wikia.com/wiki/Halloween_Cape) on some people.

Aren't those from this year? Because I thought last year's hat and cape were black instead of dark purple. Or maybe it's just me.

There were already different colored hats and capes before this year's Halloween event. As far as I know, there's no way to get them from this year's event.
