Heya! I'm from the Philippines as well.
I was able to play fine in beta (with constant lags here and there but didn't really bother me) so you should be able to play as well when official service starts.

Thanks for the reply.. i really appreciated it so much. now i know that i could play this game without tunneling it. I'm telling this game to other online players.. hope they would join up.. ^^v
