It is randomly applied to a weapon if a skill can evolve or not. It is NOT BOUND TO THE SKILL ITSELF.
For example:
I could have a grade 40 level 10 staff with fireball I, and I could also have a grade 0 level 1 staff with fireball I.
The lvl10 staff might have the skill evolution capability (for that skill), while the lvl1 staff does not.
On the other hand the lvl1 staff might have have the skill evolution capability (for that skill), while the lvl10 staff does not.
It is all randomized. And because of that there is also the option that.
Both the lvl1 and lvl10 staffs will be able to skill evolve fireball I, or neither will be able to skill evolve fireball I. But anyway it happens, if you draw an infinite number of staffs eventually you will find one with fireball I that can be evolved. (Assuming you don't draw an infinite number of staffs that CAN'T be generated with that skill, but at least one of their other skills would have the capability to be skill evolved)
Currently THE ONLY WAY that I know of to find out if a skill on a weapon will be able to evolve:
Step 1, go to Momotarou.
Step 2, select his skill evolution option.
Step 3, uncheck the box that only shows weapons READY to be skill evolved.
Step 4, check all weapons you care about for double borders around a skill. (this is what people mean by double boarder)
You might have already known that because of the talk about the double borders, but I had to make sure.
