Momotarou's Skill Evolution Help

I can't seem to be able to use the Skill Evolution. I'm using the same weapon and the same skill in the little tutorial picture but I can't select the skill, or any maxed skill for that matter.
Am I doing something wrong? Or am I missing something?

If the skill doesn't have a double border than you can't evo it.

Are there specific skills then? Because in the pic, its Grim Strike 1 going into Grim Strike 2. I'm using the same weapon, same skill maxed out. but I still can't evolve it.
