Ummm no. My Invigorate II has been maxed level for ages now. And now it heals 17 MP a sec instead of 16.
Nothing has changed with rank or skill level but there is a 1 MP increase.
I have not figured out what is making this 1 MP extra difference but it's something other than what you've listed.

Again, more evidence that you're an idiot.
Magatama that is considered to be "good" often includes skill force Magatama. This implies that there is a % multiplier applied on top of your base attack stat, which is, once again, influenced by your base damage. This base damage number is based off of your weapon's attack stat.
If you still feel that I'm wrong, go enchant a level 40+ weapon to +50 and compare it to a +20 (so that it has the skill force) level 1 weapon.
If you don't see a difference, get glasses.
