No. It put a fine line between people who reached level 70-80+ before the update and those who didn't. It put a fine line between whales and the vast majority who don't spend money on OC. Kaga/Echigo now are less than a shadow of what they once were. It's not even a question of whether or not someone is capable... the question is why should they care? If that mentality is kept and something doesn't change to make leveling up to Edo easier, this game is dead.
Speaking as someone who has not spent a dime on this game: Onigiri is not made for people who don't want to spend a large amount of money. The absurd increase in power you can gain near instantaneously by dropping some money on OC and the sheer level gap that is forced on you by drastically reduced experience gains meant to encourage people to spend money for more experience and power makes Onigiri borderline pay to play. You can not honestly be telling me you expect people to grind several hundred hours when they haven't gotten anywhere close to end-game when said end-game community is starving for more players. If you are, please don't ever get into game design.

Edit: Although I do agree that's a good suggestion to use the Grouping and Recruitment board. Sadly it's rarely used.
