Its a bit of both, honestly. (Which is why its getting a PS4 release.)
But, unlike a typical console game, it has less replay value (for the same character), because your character will outscale lower leveled dungeons drastically, which is why its fine to take it slower imo.
This may be a grinding game and in this modern era of mmo gaming where grinding is a lazy, outdated method to prolong content, it only works if the game is fun in the process.
Farming the same dungeons/bosses/enemies over one hundred times just to get 12% exp is NOT FUN, but rather REPETITIVE.
The new way to "grind" is more rather farming for items. If this game does emphasize grinding and leveling just for you to progress, this game will be another Flyff in no time.
People like to be rewarded, and grinding is not rewarding, especially with the content in this game.
